Problem Note 64877: You cannot delete default hierarchy categories in SAS® Risk and Finance Workbench

SAS Risk and Finance Workbench contained a feature that allowed deletion of default hierarchy categories. However, using this feature caused a state in which you cannot re-create the default hierarchies.
This issue can cause the following error to occur when you upload IFRS 17 content:
ERROR: {"errorCode":0,"message":"Hierarchy with name \"IFRS17_time_y_hier\" has no members. All hierarchies on a sheet template must have at least one member.","details":[],"remediation":"","links":[],"version":1,"httpStatusCode":403}
