Problem Note 64348: %TKMI_JOB_RO est_start_service generates "ERROR: ERROR: ERROR: ORACLE execute error: ORA-00001: unique constraint (DI_DM.COVERAGE_OUTPUT_PK) violated"

The SAS® Revenue Optimization Suite %TKMI_JOB_RO est_start_service task might generate the following error in the <DDMMMYYYY_HH_MM_SS>_STATUS.log file:

         ERROR: ERROR: ERROR: ORACLE execute error: ORA-00001: unique constraint (DI_DM.COVERAGE_OUTPUT_PK) violated.        With the
         ERROR: ROLLBACK issued due to errors for data set DI_T_DBC.COVERAGE_OUTPUT.DATA.
         UNIT INFO: Completed Processing SYSCC = 1012
         UNIT INFO: End: <DDMMYYYY:HH:MM:SS.ss>

The following error is also in the <log location>/ <DDMMYYYY:HH:MM:SS>_mp.log..di_mc_mg_coverage_unit.<unit number>.log file:

ERROR: ERROR: ERROR: ORACLE execute error: ORA-00001: unique constraint (DI_DM.COVERAGE_OUTPUT_PK) violated.        With the 
       occurrence of the above ERROR, the error limit of 1 set by the ERRLIMIT= option has been reached. ROLLBACK has been 
       issued(Any Rows processed after the last COMMIT are lost). 
 
      Total rows processed: 1 
      Rows failed         : 1
ERROR: ROLLBACK issued due to errors for data set DI_T_DBC.COVERAGE_OUTPUT.DATA.
NOTE: PROC SQL set option NOEXEC and will continue to check the syntax of statements.
NOTE: The SAS System stopped processing this step because of errors.
NOTE: PROCEDURE SQL used (Total process time):

This error occurs when two or more partitions do not have model groups defined in them. To identify which partitions have no model groups defined in them, look in the <DDMMMYYYY_HH_MM_SS>_STATUS.log file and find all of the partitions where that have 'UNIT INFO:    1 /1'.

The workaround is to define at least one model group for each partition that has no model groups.
