Problem Note 64175: Model packages are not created and the report.log file shows "ERROR: ARCHIVE transport engine encountered errors while publishing the package..."

In SAS® Enterprise Miner™, you can create model packages. However, even though the Create Model Package steps complete, a model package might not be created. There are no errors in the user interface. The following error is displayed in the log file project\Workspaces\EMWSn\System\report.log (n is a number, when present):
ERROR: ARCHIVE transport engine encountered errors while publishing the package.
WARNING: A character that could not be transcoded was encountered.
WARNING: A character that could not be transcoded was encountered.
The problem occurs when these conditions are true.
- Variable labels contain Japanese katakana characters.
- The SAS session that attempts to create the model package is not using UTF-8 encoding.
To work around the problem, change to UTF-8 encoding.
