Problem Note 64109: The SAS® Risk and Finance Workbench web application fails to start during an Oracle 11 deployment

During an Oracle 11 deployment, the SAS Risk and Finance Workbench web application fails to start. When this issue occurs, the middle-tier log includes an exception like the following:
