Problem Note 64457: An upgrade of SAS® Viya® 3.4 software for Windows fails when applying the license for SAS® Foundation

When you upgrade SAS Viya 3.4 for Windows to the May 2019 release, an error like the example shown here might occur when applying the license to SAS Foundation and the upgrade terminates.

Task: Applying the license to SAS Foundation.
Invoking the PowerShell script: 'C:\Program Files\SAS\SPRE\SASFoundation\utilities\bin\ApplyLicense.ps1
C:\sas\upgrade\powershell-deployment\SASViyaV0300_ABC123_1234567_Win_x64_Srv.jwt'
Set-License : ERROR: Apply SAS license file failed with an exit code of 12. See log file:
C:\ProgramData\SAS\SPRE\var\log\install\ApplyLicense\ApplyLicense_2019-07-05-19.40.02.log.

Problem

The error when applying the license to SAS Foundation happens because the following two files are removed during the upgrade:

   C:\Program Files\SAS\SPRE\SASFoundation\sasexe\sasxkern.dll
   C:\Program Files\SAS\SPRE\SASFoundation\dbcs\sasexe\sasxkern.dll
