Problem Note 64408: An import action in SAS® Data Explorer on SAS® Viya® 3.4 fails with error messages regarding the charMultiplier and a bad list element

An import action in SAS Data Explorer, including the embedded data explorer in SAS® Environment Manager, SAS® Visual Analytics, Model Studio, SAS® Data Studio, and other SAS Viya applications, might fail. The error message that appears is similar to the following:
ERROR: charMultiplier = 2 , 0 ;
ERROR: ^
ERROR: Bad list element
ERROR: The code stream was not executed due to errors.
ERROR: The action stopped due to errors.
In addition, column information is not displayed on the import panel. Instead, the error message "Failed to get column information. Please ensure options are correct" is displayed. When you click View details, you see a pop-up error message that is similar to the following:
Failed to get column information. Please ensure options are correct.

In the error message, caslib is the name of the SAS® Cloud Analytic Services library reference that contains the source caslib.
This issue should occur only when the Locale for offline processes setting option is set to a locale other than US English. If Locale of the Java Runtime Environment is selected for this locale setting, then the behavior depends on whether the Java Runtime Environment is set for US English. Selecting the English (United States) option for the Locale for offline processes setting should circumvent the issue.
