Problem Note 64399: Libraries do not expand after you initially sign in to SAS® Studio 4.4

After you sign in to SAS Studio 4.4, you notice that the My Libraries list appears in the Libraries section but you cannot expand any libraries.
This issue occurs under these conditions:
- The time zone is set to +N UTC on a client machine (N indicates the time-zone value).
- The SAS Studio build date is later than January 7, 2019.
No error message or warning is generated in the user interface. However, the workspace server log contains an error similar to the following:

In the log, N is represented by the + UTC time-zone value.
The workaround is to submit any code. Here is an example:

After you submit any code, the libraries then expand.
