Problem Note 64177: The loadStream action and similar actions fail with "ERROR: initialization of ESP pubsub layer failed" after you install SAS® Event Stream Processing

After you install SAS® Viya® with SAS® Event Stream Processing 6.1, the following streaming data action set actions fail with an error message: appendSnapshot, loadSnapshot, loadStream, and mMetaData.
For example, you encounter this issue if you run the following program:
proc cas;
loadStreams.mMetaData casLib="espStatic";
run;
loadStreams.mMetaData casLib="espStatic";
run;
In this scenario, you receive the following error message:
ERROR: initialization of ESP pubsub layer failed
The problem is caused by an incorrect setting for the DFESP_HOME environment variable in the CAS Controller service script.
