SAS Job Flow Scheduler should schedule any jobs from queues that have the same priority on a FIFO basis. However, that is not what is occurring.

For example, Queue 1 and Queue 2 have equal priority statuses. Queue 1 is listed in the JSON configuration before Queue 2, so all of the jobs from Queue 1 are processed before any jobs begin from Queue 2.

The jobs from both of these queues should be scheduled in the order in which the jobs appear.
