Problem Note 63050: An error occurs when SAS/CONNECT® is not licensed and either a %SYSLPUT or %SYSRPUT statement (or both) is in the compiled code

Starting in SAS® 9.4M5, an error occurs when SAS/CONNECT is not licensed and a %SYSLPUT or %SYSRPUT statement (or both statements) is compiled within your code. Even if a statement is conditionally executed and does not execute, an error still appears.
For example, if you have code that runs in multiple environments and one environment has SAS/CONNECT and another does not, you might use logic similar to the following:
%if &sysscpl=X64_8PRO %then %do;
%syslput x=&x;
%end;
%syslput x=&x;
%end;
Even when the %IF statement is false and the %SYSLPUT statement does not execute, the following error message appears in your SAS log:
ERROR: %SYSLPUT and %SYSRPUT statements require that SAS/CONNECT be licensed.
