Problem Note 62657: You cannot claim or update an issue or task in SAS® Data Remediation if the issue is not released by the user who originally claimed the issue
In SAS Data Remediation, a user becomes the owner of an issue after that user clicks Claim for the issue. No other user can interact with the claimed issue unless the original owner clicks Release to change the issue status to Open. If the original user is out of the office or leaves the company, the issue remains where it is in the workflow. It cannot be released, reassigned, closed, or rejected by anyone else.

For software releases that are not yet generally available, the Fixed
Release is the software release in which the problem is planned to be
fixed.
After a user claims an issue, no other user has the correct permissions to work with the issue if the original user still claims the issue. A new user also cannot reclaim the issue.
