Problem Note 61774: The ODS Report Writing Interface does not write text over a background image

When the ODS.FORMAT_TEXT method is used with the Output Delivery System (ODS) Report Writing Interface to write text over a background image in a PDF file that is created by ODS, the area that is allocated for the ODS.REGION is blank.
