Problem Note 61556: The "Route" action might be incorrectly disabled or enabled in SAS® Anti-Money Laundering 7.1

You might encounter a problem in which the Route action is incorrectly disabled or enabled in the CDD Reviews list. In this scenario, the availability of the Route action is incorrectly based on Case capabilities instead of CDD review capabilities. So, if you experience unexpected results related to CDD review capabilities, you might need to check the Case capabilities for the relevant metadata entity.
The only known workaround is altering Case capabilities.
