Problem Note 61709: "Project creation failed with: creatingProviderError" and "Project open failed ..." messages are displayed when creating or opening projects

When you attempt to create a project in SAS® Visual Data Mining and Machine Learning, Model Studio displays an error in the user interface.
After closing the error window, the project is displayed in the Projects view in Model Studio. However, if you attempt to open the project, then an error is displayed.
Errors such as these are displayed in the logs for the DataMining Service:

1. Enter this command via the command line:
sudo timedatectl set-timezone UTC
2. Restart all SAS Viya services.
3. Create a SAS Visual Data Mining and Machine Learning project in Model Studio.
