Usage Note 61647: A Move Failure error occurs when you use SAS® Download Manager
When you use SAS Download Manager, you might experience a Move Failure error similar to the following near the end of the downloading process:

If this problem occurs, it is usually at the 99% point of the process. At that point, SAS Download Manager is finalizing and constructing the depot. Selecting Retry right away might not resolve the error.
If you receive the Move Failure message again and the dialog box shows the option to retry the process, do not select Retry right away. Wait at least fifteen minutes, and then select Retry.
In most cases when this problem occurs, anti-virus software is scanning the files either locally on your machine or from your network. Waiting at least 15 minutes allows that scan to finish.
