When SAS 9.4 (TS1M5) is installed, some system requirements might not get installed on Windows Server 2016.  It depends on which products were selected at the time of installation.

If the SAS 9.4 (TS1M5) system requirements are already present on the machine, the issue does not pertain to you. 

If the system requirements are not already present, then you might need to manually install them.  Here are the system requirements that might need to be installed manually:

• Microsoft Runtime Components 2013
• Microsoft Runtime Components 2015
• Microsoft Visual Studio Tools for Office 10.0

The executable files for these system requirements are located within the SAS Software Depot products folder, as shown below.  Double-click each EXE file to install it.
