Problem Note 60488: You get an "Access denied" error in SAS® Event Stream Manager when the license is missing, invalid, or expired
You might encounter a problem in which interactions with SAS Event Stream Manager fail with an Access denied error. For example, trying to create a new deployment fails with the following error:

The esm-service log at /opt/sas/viya/config/var/log/esm-service/default shows the following error message for the failed request:
2017-05-17 13:10:36.408 ERROR 13138 --- [o-auto-1-exec-9] c.s.e.v.s.EsmViyaAuthorizationService : userid [][3537eaa3-ad90-45ab-9aad-590f70e68bc0] [VIYA-1001] Access is denied as a valid license is not available.
This problem occurs because SAS Event Stream Manager requires that a valid license file named license.txt is saved at /opt/sas/viya/config/etc/sysconfig/sas-esm-service/default. The Access denied error occurs if the license file is missing, invalid, or expired.
Note: SAS Event Stream Manager currently does not warn users that the license is about to expire or is in the grace period.
To circumvent this error, you must install a valid license file. See the SAS® Event Stream Manager 4.3: Deployment Guide for license installation instructions.
A fix for this issue is planned for a future software release.
