Usage Note 6515: Resolving Windows 2000 Performance problems with Loopback Adapter
When running the Campaign Management component with a SAS database on
a computer that is not connected to a network, you may experience very
poor performance. This is an issue for any Win2000 service packs prior
to SP3, where the problem is corrected.
Note: I have tested this problem using SP3 and found to problem to be
resolved with this service pack.
A fix for earlier service packs is available from Microsoft. Once you
have obtained the Loopback Adapter fix from Microsoft, you can follow
the instructions below to install and configure it.
Installing the loopback adapter:
1. Go to Start - Settings - Control Panel - Add/Remove Hardware.
Click Next.

for new devices and a window to choose a device will appear.
3. Highlight Add a New Device, and click Next.
4. Select No-I want to select the hardware from a list, scroll down the
list and select Network Adapters. Click Next.
