Problem Note 59290: Attempting to open a library causes an 0C4 Abend in SAS® 9.4 TS1M3

In SAS 9.4 TS1M3, when you attempt to open a library without Remote Access Control Facility (RACF) authority and you do not specify an engine, you get an 0C4 abend.
For example, you encounter this problem when you run the following code:
libname try "mvstest.racfnone.seq.testsio";
