Problem Note 59148: SAS® Infrastructure for Risk Management and related components might fail to start and return "Exception encountered during context initialization"

SAS Infrastructure for Risk Management 3.2 and components such as SAS® Firmwide Risk for Solvency II might fail to start and return various errors. The problem occurs in situations where access to external Internet resources is restricted.
Errors and exceptions like the following occur in the server logs:

The problem occurs because Hibernate is loading the wrong document type definition (DTD).
