Problem Note 57699: Configuring the SAS® 15w47 and later versions of SAS® Federation Server 4.1 fails with the error "The token attribute must not be an empty string"
When deployed from a SAS 15w47 installation depot, the configuration for SAS Federation Server fails and returns the following to the configuration log:
“BUILD FAILED
C:\Program Files\SASHome\SASFederationServer\4.1\data\install\Config\dffedsvrc\dffedsvrc_config.xml:560:
The token attribute must not be an empty string.

The configuration fails because the configuration parameters in the dfs_entities.dtd file are not populated.
Workaround
Edit the dfs_entities.dtd file in the ${config.lev.dir}\FederationServer\etc directory to populate the correct values for the following. Be sure to use the same values that you entered when prompted by the SAS® Deployment Wizard.

c. <!ENTITY cfg.as.port ""> (Authentication Server Port)
d. <!ENTITY cfg.as.host ""> (Authentication Server Host Name)
e. <!ENTITY cfg.FIREBIRD_LOCK ""> (Firebird database location)
f. <!ENTITY cfg.license.primary.loc ""> (SAS License location)
After modifying and saving the dfs_entities.dtd file, click Retry in the SAS Deployment Wizard. The configuration should complete successfully.
