The ODS PDF statement writes an empty PDF file to disk even when your SAS® code does not create any output. The following sample code demonstrates this issue:

ods _all_ close; ods pdf file='c:\temp\empty.pdf'; proc print data=sashelp.class(obs=0); run; ods pdf close; ods preferences;

The code above writes a PDF file with the name empty.pdf to disk even though the PROC PRINT step does not create any output due to the use of the OBS=0 option.
