When you start SAS® 9.2, SAS® 9.3, or SAS® 9.4, you might notice the behavior shown below.
When you select Help ► SAS Help and Documentation, the text might be in Japanese instead of English.

The SAS menu bar might include a character in parentheses, as shown below:

The SAS log might contain Japanese characters instead of English.
This behavior occurs when you start SAS by selecting Start ► All Programs ► SAS ► Additional Languages or on Microsoft Windows 10 by selecting Start ► SAS and then select one of the following:
- SAS 9.4 (English with DBCS)
- SAS 9.3 (English with DBCS)
- SAS 9.2 (English with DBCS)
Note: This issue occurs because opening the English with DBCS edition of SAS changes your locale setting from EN_US to JA_JP.
To see which menu item you used to start SAS, scroll up to look at the top of the SAS log window:
If you selected SAS 9.4 (English), the very top of the SAS Log window shows this:

To work around this behavior, if you are reading in and writing out only English data, start SAS by selecting Start ► All Programs ► SAS or on Microsoft Windows 10 by selecting Start ► SAS and then selecting one of the following:
- SAS 9.4 (English)
- SAS 9.3 (English)
- SAS 9.2 (English)
Alternately, to start SAS on Microsoft Windows 10, type the following text in the search box:
SAS 9.4 (English)
Note: By default that runs the command C:\Program Files\SASHome\SASFoundation\9.4\SAS.exe -config C:\Program Files\SASHome\SASFoundation\9.4\nls\en\SASv9.cfg. This SASv9.cfg file contains the locale setting EN_US. By default, the C:\Program Files\SASHome\SASFoundation\9.4\SASv9.cfg file also has a link to C:\Program Files\SASHome\SASFoundation\9.4\nls\en\SASv9.cfg.
Alternately, if you start SAS programs by double-clicking the .SAS file in File Explorer and this issue occurs, then from Start ► SAS, right-click SAS Deployment Manager 9.4 and select Run as Administrator. Then, select Manage SAS File Types and click Next. Select Base SAS and click Next. Click Start. After completion, test double-clicking on a .SAS file.
