Problem Note 55515: Selecting New Scenario in an existing window requires that you wait several seconds before a window appears
In SAS® Visual Scenario Designer, when you select New Scenario in an existing window, you might experience a long pause of several seconds before the dialog box appears.
There is no workaround.

Release is the software release in which the problem is planned to be
fixed.
With an existing window open, selecting New Scenario can take several seconds to open a window. There are no workarounds for this situation.
