Problem Note 54345: A financial effect in incident remains in a "not submitted" state after you click the incident Apply button

In SAS® Enterprise GRC, when you work with an incident's financial effects, you can use the Apply button to save changes to the incident before you use the Choose next action button. The functionality is used for a financial-effect work flow.
However, the last financial effect remains in a not-submitted state if all of the following conditions are true:
- The incident already has financial effects.
- The last financial effect has a "send for approval" status.
- You use the Apply button before you use the Choose next action button
