Problem Note 54329: The incident validation state appears as Submitted while workflow status incorrectly appears as Fully Approved

In SAS® Enterprise GRC, incidents (and other items) have workflow that they follow. By design, the incident has both a workflow status and a validation status. It is possible that an incident's validation state will show In Process while its workflow state incorrectly shows Fully Approved, as shown below.
The workflow activity status and validation state are incorrectly out of sync:
Workflow Activity: Fully Approved
Validation State: Submitted
The problem occurs in scenarios similar to the one below. In this example, assume you have three users: User 1, User 2, and User 3.
- User 1 creates a new incident, and then submits it and accepts it for investigation.
- User 1 fills in the required fields and sends the incident for approval.
- User 2 (manager) approves it.
- User 3 (validator) approves it. Now the workflow status is fully approved.
- User 3 (validator) adds a new financial effect in this fully approved incident and sends the financial effect for approval.
