Problem Note 53492: Duplicate Risk, Control, or PotentialImpact workflow records are created

SAS® Enterprise GRC communicates with the workflow to help control usage activities. Depending on the usage, it is possible that duplicate workflow records could be created. A prerequisite for this behavior is that records that do not already have a workflow instance are loaded by using the data load process instead of by using the web application. These examples show how the problem occurs:
- The user selects a link to edit an instance without waiting, and selects the link a second time.
- Two users at the same time attempt to edit the same instance.
