Usage Note 53453: Creating a daypart or time-of-day or day-of-week target
A daypart or time of day target can be built in SAS Intelligent Advertising for Publishers and applied to flights so that they can only deliver during the specified hours each day.
NOTE: SAS Intelligent Advertising for Publishers uses an assigned timezone when evaluating time-based targets. Users may have a different timezone associated with their login so the target will need to reflect their timezone offset. It's recommended that the target title contain the timezone in which it is being used for clarity's sake. For example, if the timezone being used by SAS Intelligent Advertising for Publishers is US Central Daylight Time [UTC-6] and the user's login is associated with Sydney Australia's timezone [UTC+10]:
Target name: "Hours between 8 AM and 5 PM - Sydney AU"
Target content: "Time Between 4 PM and 1 AM"
This also applies to flight and creative start/end dates, which uses the UX timezone setting not the user's timezone setting. This does not apply to day-of-week targets --- these targets will use the timezone associated with the user's login to determine the day-of-week.
The available operators for the "Time" target are "Before", "After", and "Between"; hour and minute values can be assigned to these operators for the target:

Note that the use of "After" instructs the target to allow delivery after 11:30 AM until midnight; using "Before" instructs the target to allow delivery from the previous midnight to the stated hour/minute. Also, note that the values supplied use a 24-hour clock so that AM or PM specification is not required.
Using the "Between" allows an hourly range to be specified:

Multiple items can be selected in the day-of-week dropdown list by using Ctrl or Shift buttons with the mouse.
Finally, time-of-day and day-of-week targets can be combined. Here's a target that specifies delivery from 6~9 PM on Monday, Wednesday, and Friday:
