Installation Note 52051: Jobs submitted by the Operating System Scheduler in SAS® 9.4 TS1M0 fail and return a JCL error
A job submitted by the Operating System Server might return the following JCL errors:

3 IEFC620I UNIDENTIFIABLE CHARACTER c ON THE JCLLIB STATEMENT
3 IEFC620I UNIDENTIFIABLE CHARACTER n ON THE JCLLIB STATEMENT

To circumvent the issue, perform the following steps:
- Log on to SAS® Management Console as the system administrator.
- Select Schedule Manager.
- Right-click and select Deploy SAS DATA Step Program.
- Specify the user ID and password credentials to log on to the workspace server.
- In the JCL pane of the Deploy Job dialog box, change the following:
//SASLIB JCLLIB ORDER=high-level-qualifier.@cntl.qualifier@.CNTL
To this://SASLIB JCLLIB ORDER=high-level-qualifier.INSTALL.CNTL
