Problem Note 51802: The error "SQL*Loader utility failed to execute" occurs when you use bulk loading with SAS/ACCESS® Interface to Oracle and the Oracle12 client
When you use bulk loading with SAS/ACCESS Interface to Oracle on a Windows operating system and the Oracle client release is Oracle12c, the following error might occur in the SAS log.
ERROR: The SQL*Loader utility failed to execute(OS RC=-1073741515). Some possible reasons:
-SQLLDR not installed.The cmd assumed is "sqlldr". If it is anything else use BL_SQLLDR_PATH to specify it.
-SQLLDR may be having trouble creating the log file.Make sure you have write permission to the dir
where the log is created(default is current dir)
If BL_LOG is specified, make sure the path specified is a valid one.
-Remove any double sets of quotes you may be having-keep only one set.
Sometimes, the error is caused by Oracle Bug 17505478. If you try to use SQL*Loader outside of SAS on the same machine where SAS is running, you should see a similar error.
Work with Oracle support and your Oracle database administrator to resolve this Oracle issue.
