Usage Note 48060: The Create New Project Browse button gives an "application could not log on to the server.." error
When you click Browse to select the SAS Server Directory in the SAS® Enterprise Miner™ "Create New Project" pop-up window, the following error occurs:
The application could not log on to the server. No server is available now. Please contact your administrator.
When the problem occurs, errors might be displayed in the following logs.
Web application server log (Jboss, Oracle WebLogic, or IBM WebSphere application server):

Object spawner log:
The child process terminated before accepting the transfer of open handles.
The child process terminated with exit status 0x6d. The Windows Event log may be helpful
in determining the reason that the child process terminated prematurely.
The launch of the server (SASApp - Workspace Server) process failed because of a SAS
kernel initialization failure.
The error related to SAS kernel initialization failure that is displayed in the object spawner and the workspace server logs occurs due to many reasons. One reason is a difference between the workspace server session and the server locale. This difference occurs when you use Java Web Start. The client locale is chosen from the Internet browser by default, and that locale is used to launch the workspace server session.
Beginning in SAS Enterprise Miner 7.1 (SAS 9.3 and higher), if you want to force a SAS session to use a particular locale, then set the locale using SAS Preferences Manager.
Follow these steps to set the locale for the client session.
Open SAS Preferences Manager by navigating to this location:
http://<server>:<port>/SASPreferences
"Server" is the location where web application server (middle tier) is
hosted. "Port" is the port number that is used by the web application
server.
Log on using the user ID that is used to log on to SAS Enterprise Miner.
Navigate to Regional ► User Locale. The display shows that Browser_default is selected for that SAS Enterprise Miner user ID that cannot create a project. Change the locale to the locale that is used by the workspace server.
- Save the changes. Relaunch SAS Enterprise Miner, and test.
