Problem Note 47326: Host machines within a load-balanced cluster are not used
The load-balancing process keeps an internal counter, by host, of how many client machines are pending redirection to that host. When a load-balanced workspace server or a pooled workspace server is requested, this count is incremented. However, the count is not decremented when the server fails to start. As a result, the pending count becomes abnormally large and prevents the host from being used in the load-balancing process.
There is no workaround or solution for this problem.

Release is the software release in which the problem is planned to be
fixed.
An internal counter that is not decremented when a launch failure occurs can cause a host to appear, incorrectly, as being busy. As a result, the load balancer does not redirect requests to that host by load balancing.
