Problem Note 47266: In SAS® Enterprise GRC, an Action Plan owner cannot edit an Action Plan after clicking Begin Modification

In SAS Enterprise GRC, the owner of an Action Plan should be able to edit the Action Plan after clicking Begin Modification. Instead, the Action Plan remains in Read-Only mode.
There are no error, warning, or note messages indicating that a problem occurred.
As a workaround, the Action Plan can be edited if the Action Plan owner also clicks Save.
