Usage Note 47016: Create interactive treemaps with the ACTIVEX and JAVA device drivers
The following link to the GTILE procedure documentation states that you can use the ACTIVEX and JAVA device drivers to create an interactive treemap (also referred to as a tile chart):
The GTILE Procedure
There are a few things to keep in mind when you create an interactive treemap with the ACTIVEX and JAVA device drivers.
To create an interactive graph with either DEVICE=ACTIVEX or DEVICE=JAVA, you must create HTML output. Note that SAS® Enterprise Guide creates SAS Report output by default. SAS Report output is static output and not interactive. Because of this, you must first change the output format to HTML when creating an interactive graph with SAS Enterprise Guide.
To do this, select Tools ► Options from the SAS Enterprise Guide menu bar. On the left side under Results, click Results General. On the right side under Result Formats, clear SAS Report and select HTML. Click OK to return to SAS Enterprise Guide.
Now when you create a treemap with SAS Enterprise Guide or with PROC GTILE, the treemap in HTML format is interactive.
Documentation for the PARAMETERS= option in the ODS HTML statement states that the ACTIVEX and JAVA device drivers support the following parameters:

The JAVA device driver supports these options when creating HTML output. However, the ACTIVEX device driver does not support these options. You should use the JAVA device driver instead of the ACTIVEX device driver when creating a treemap if you need to customize the right mouse button menu using the parameters shown above.
