Installation Note 47191: The SAS® 9.3 metadata server configuration fails if the user-defined SVC value is null
If you installed the SAS SVC as a user SVC, the metadata server might fail to initialize during the configuration. You might see the following error:
ERROR: INVALID OPTION VALUE, JREOPTIONS FOR SAS OPTION SVC0R15
To circumvent this issue, manually remove the following line from the COMMON member of your
high-level-qualifier.CONFIG and
high-level-qualifier.Z64.CONFIG data sets.

You must also manually remove the following line from members that start with TKMV* in your
high-level-qualifier.TKMVSENV and
high-level-qualifier.Z64.TKMVSENV data sets:
set TKOPT_SVCR15=
