Usage Note 45703: The SASĀ® 9.3 Metadata Server in z/OS operating environments might report incorrect time values
On the 64-bit version of the SAS Metadata Server running under SAS 9.3, incorrect timestamps are reported in the Metadata Server log if the CEEPRMxx member of SYS1.PARMLIB does not properly define the correct time zone for the site.
The CELQDOPT run-time group option is for defining run-time options specifically for the AMODE 64 environment. If ENVAR is not defined properly by specifying the TZ (time zone) option, timestamp values printed within the SAS Metadata Server will be incorrect.
Here is an example for setting this option for a site running in the Eastern US time zone:
CELQDOPT(ENVAR('TZ=EST5EDT'))
If you do not want to change this value at the system level, you can set it within the SAS Metadata Server started task JCL by allocating the CEEOPTS DD. Here is an example:

This issue can be particularly problematic for sites that are setting up for automatic backup scheduling through SAS
® Management Console because the actual time is different from the environment time. Most commonly, sites find that the environment time as reported by the SAS Metadata Server is GMT, not local time.
