Problem Note 45415: Pack Optimization plan might fail to optimize
When using SAS® Pack Optimization, you might notice that a purchase order plan might fail to optimize.
This issue occurs when the following conditions are met:

An order quantity constraint is specified for a product in a delivery.

Stores in the delivery have no needs for the product.
Currently, when all stores have zero needs in a delivery, Pack Optimization does not make any pack recommendations. Given there are no packs created, Pack Optimization cannot meet the order quantity constraint, and the plan will fail to optimize.
There are two possible workarounds for this issue:

Remove the order quantity constraint.

Specify some need for any or all sizes for at least one store in the delivery.
