Problem Note 45343: Not all plans have historical metrics

When using SAS^® High Performance Markdown Optimization, there can be cases where some plans have historical metrics while others do not.

This occurs due to the way the dipcl_history_metrics_updt macro works.

There is no workaround for this issue.
