Usage Note 45216: INOBS= is ignored when you use OPTIONS DBIDIRECTEXCEC to create a table
INOBS= and other data set options might be ignored when you create database tables. The problem occurs when you use OPTIONS DBIDIRECTEXEC. The following example illustrates the issue:

To circumvent the problem, use OPTIONS NODBIDIRECTEXEC.
