Usage Note 44230: Passwords created with PROC PWENCODE for use with the BASE engine must comply with SAS data set rules
The IN='password' option in the PWENCODE procedure specifies the password to encode. The password can contain up to a maximum of 512 characters, which includes alphanumeric characters, spaces, and special characters. This restriction applies to passwords that can be specified in the PWENCODE procedure. However, it does not apply to passwords that are used in a SAS data set, where the password must further adhere to SAS name rules (up to eight alphanumeric characters and underscores). PROC PWENCODE passwords were designed for servers and ACCESS engines, not for SAS data sets.
The following is stated in the "Concepts: PWENCODE Procedure," section of the procedure documentation:
Note: SAS does not currently support encoded Read, Write, or Alter passwords for SAS data sets.
There is an exception. As long as the password specified with the IN= option follows SAS name rules (up to eight alphanumeric characters and underscores), encoded passwords can be used for SAS data sets.

For software releases that are not yet generally available, the Fixed
Release is the software release in which the problem is planned to be
fixed.
Encrypted passwords generated by PROC PWENCODE are not available for use with SAS data sets unless they comply with the established rules for creating passwords for SAS data sets.
