Problem Note 43477: Approve to budget function might fail to approve markdowns under certain conditions

When using SAS® High-Performance Markdown Optimization, the approve to budget function might fail to approve markdowns for products with low baseline demand when 'product' or 'product-location' is the selected approval level. Approve to budget works correctly when the selected level is 'plan'.
This issue occurs because markdowns for products with low baseline demand are incorrectly filtered out. The query for "manual" markdowns explicitly includes only manual plans and plans with price overrides and does not include plans that have a missing delay cost.
