When attempting to create a new recipient list in the Distribute Report wizard, you might see an error message similar to the following.

An error occurred in processing the page request. 
createBurstSet() (com.sas.report.output.management.OutputManagementException: 
Could not access table [ com.sas.metadata.remote.MdException: 
The user does not have permission to perform this action. 

Creating a distribution list requires you to have WriteMetadata permission on the following objects in SAS Management Console:

• On the wrsdist folder on the Folders tab, beneath SAS Folders ► Products ►SAS BI Report Services.
• On the SASApp - wrsdist library on the Plug-ins tab, beneath Environment Management ► Data Library Manager ► Libraries.

You can either grant WriteMetadata to the SASUSERS group, or you can grant this permission to a custom group of users who have the Administrative:Manage Distribution List capability.
