Problem Note 43205: RECFM=S370V on ASCII platforms expects both Record Descriptor Word (RDW) and Block Descriptor Word (BDW)
When reading EBCDIC files on ASCII systems there is a problem reading a variable record length file that is unblocked. SAS expects to find the Block Descriptor Word (BDW), in addition to the Record Descriptor Word (RDW). If you have an unblocked variable record length file, SAS will generate an error and terminate.
There is no circumvention at this time.

Release is the software release in which the problem is planned to be
fixed.
On the directory based platforms, when using RECFM=S370V, SAS still expects to find the Block Descriptor Word.
