Problem Note 42478: Exception "The purchase order plan has no planned quantities" might be encountered

The following errors might be found in the Response file when performing a SOAP plan import in SAS® Pack Optimization:
soapenv:Server.userException
com.sas.solutions.di.server.pko.purchaseorder.api.EvaluateNeedsException: The purchase order plan has no planned quantities.
The exception occurs when the following conditions are true:
- Disaggregation is set to true in the request
- Neither overrideStartDate nor overrideEndDate is set to true
To work around this issue, override either overrideStartDate or overrideEndDate.
