You might receive the following error message if you to run a localized image of SAS software:
ERROR: INVALID MESSAGE FILE FORMAT
A user 999 abend accompanies this error message. An error similar to the following appears in your JES log:

This problem might result from the improper concatenation of localized and encoded data sets. To avoid this situation, you should use the supplied CLIST or JCL procedure that matches the 2-letter name of the language, and the 2-letter name of the encoding. For example, for English with a US encoding, the corresponding CLIST is CLSTENW0. Further, the corresponding JCL procedure is PROCENW0, and so on.
