Usage Note 42070: Zero date values in Excel are displayed as 1899 in SAS
When the number zero is an Excel date value, Excel displays it as 1/0/1900. When this value is imported into SAS, it is displayed as 12/31/1899.
The reason for this is 1/0/1900 is not a real date because 0 is not a day value, so SAS uses the closest date from the previous year.

For software releases that are not yet generally available, the Fixed
Release is the software release in which the problem is planned to be
fixed.
When the number 0 is converted to a date value Excel displays this as 1/0/1900. When SAS imports it, we display this as the year 12/31/1899.
