Problem Note 41723: Low baseline demand discount might be incorrectly applied to the last week of the plan

In SAS® High-Performance Markdown Optimization, the low baseline demand discount might be applied to the last week of the plan instead of the first feasible week that does not violate business rules.
The low baseline demand discount should be applied to the first feasible week in the plan when both of the following conditions are met:
- a low baseline demand discount is provided
- the demand for a plan member is less than the low baseline demand threshold
There are no warnings or error messages.
