Problem Note 40188: CALL IS8601_CONVERT generates error messages if a null argument is passed to the routine

The call routine CALL IS8601_CONVERT will generate errors in SAS 9.1.3F5 and 9.2M3F if a null argument is passed to the routine.
The two errors that can be generated are:
access violation invalid argument to function
