Problem Note 39847: The error "...NO UNIT AVAILABLE" occurs when you allocate an existing data set

On some customer systems, the default disk UNIT value might be defined such that not all volumes can be allocated using this UNIT. In this scenario, some SAS programs might fail when trying to allocate an existing data set via a FILENAME or LIBNAME statement. An error similar to the following might appear in the SAS log:

ERROR: SVC99 error rc=4, reason=0214 : IKJ56241I DATA SET data-set-name
NOT ALLOCATED+IKJ56241I NO UNIT AVAILABLE.
