Problem Note 39846: Errors occur in a Foundation SAS® session when you try to connect with a SAS® Integration Technologies Server

Errors occur when the NOTHREADS system option is set and you try to run a SAS programming statement that requires a connection to a SAS® Integration Technologies server, such as the SAS® Metadata Server. The following error messages appear:
ERROR: woiContextInitialize failure. ERROR: Key not found.
These errors occur whenever you try to run the METALIB, METAOPERATE, or METADATA procedure; a LIBNAME statement with the META engine; or the DATA step functions of the SAS® Open Metadata Interface.
To work around this problem, enable the THREADS system option in the SAS session in which the code is executing.
